Editor and Runners

Editors can create and update resources: they create apps from parametrized queries, they create graphs and charts, and they can document datasets.

Runners aren't just viewers: they have the ability to run any of the parametrized queries created by the editors. For example they can create a Google Sheet from an app, and update the data from within the Sheet, re-running with different parameters. They can generate an API token and run an app from anywhere.
